Maryland
- Implemented by the Maryland Public Service Commission (PSC).
- Enacted May 26, 2004 — Applies to electricity sales commencing in 2006.
- Electric suppliers were able to receive and accumulate renewable energy credit as of January 1, 2004.
- Applies to all retail electricity sales by electricity suppliers, except:
- sales of more than 300,000,000 kWh of industrial process load to a single customer in a year
- sales to residential customers in an area of the state where customers are subject to freezes or caps
- customers served by a co-op under a supplier purchase agreement that existed on Oct. 1, 2004 until expiration of the agreement
Tier 1:
- solar (counts for double the credits);
- wind; (for facilities online after 1/1/04 - on or before Dec. 31, 2005 wind counts for 120%; after Dec. 31, 2005 and on or before Dec. 31, 2008 wind counts for 110%)
- qualifying biomass;
- methane (anaerobic decomposition, landfill, wastewater treatment plant for facilities online after 1/1/04 - on or before Dec. 31, 2008 methane counts for 110%)
- geothermal; ocean,
- including energy from waves, tides, currents, and thermal differences;
- a fuel cell powered by Tier I source
- hydroelectric small than 30MW licensed or exempt by FERC
Tier 2:
- Any hydro other than pump storage generation;
- incineration of poultry litter; and
- waste-to-energy
Schedule
Years are calendar years; suppliers have until June 1st to file with the Public Service Commission an RPS report covering all retail electricity sales during the preceding calendar year.
